Baselines are a snapshot of the state of a project product and constituent sub-products at any point in time. Plans can also be 'baselined' when they have been formally agreed and accepted.
Changes to baselines should be measured and managed. Baselined products such as software systems should be permanently recorded so that it can be recalled at any future time.
As the project progresses, the project manager should be measuring the progress of the project against the "baselined" plan. By doing this, he can determine if the forecast cost or schedule will exceed the "baselined" agreed project plan.
